Admin season ticket send after sale window

As an admin I would like the ability to sent season tickets using the "New Order" functionality outside of the sale window.
Currently if I want to send ad-hoc season tickets, perhaps to new joining players or as complimentary tickets I have to extend the sale window in order prior to sending them, if the window has already passed This adds an unnecessary step.

This makes sense. The sale window should be public facing. Internally once a ticket type is created an admin should be able to create a ticket at any time.
